Ehlmann recommends $62.3 million budget

During three work sessions in Nov., the St. Charles County Council will review the 2010 recommended budget of $62.3 million in general fund appropriations. The budget was submitted on Oct. 30 by County Executive Steve Ehlmann. Because of federal stimulus grants, this year’s budget is higher than last year’s $61.1 million.
According to Ehlmann’s budget message, the 2010 budget is predicated on a net decrease in sales tax revenues. Some points in the 2010 recommended budget:
*No new full-time employees.
*No across-the-board pay raises for county employees.
*To bring 189 employees up to minimum pay scale (according to last year’s pay study), pay raises of $260,000 included.
*At a cost of $198,000 to the general fund, the county will absorb a four percent cost increase for employees’ medical insurance premiums.
*The county is required, because of losses in the stock market, to add another one percent to employees’ retirement fund—$380,000 in personnel costs.
“I want to express my gratitude to the department heads, division directors and elected officials for the information and assistance many of them provided in adhering to a difficult 2009 budget and, once again, in preparing a fiscally responsible budget for their departments in 2010,” Ehlmann said.
The work sessions to review the recommended budget will be held at 5 p.m. Monday, Nov. 9 in Council Chambers at the Executive Building, 100 North Third Street in St. Charles as well as at 4 p.m. Nov. 16 and at 5 p.m. Nov. 30.
