Local business owner arrested

The St. Charles County Prosecuting Attorney’s Office issued warrants again Kevin P. Cullinan, a 49-year-old white male St. Peters resident and owner of KC Clock and Watch Shop. The warrants were for the following felony charges: Financial Exploitation of the Elderly; seven counts of Stealing by Deceit; and one count of attempted stealing.
According to the St. Peters Police Department: “Cullinan repeatedly deceived an elderly Alzheimer’s victim by billing her for work he never performed on numerous clocks and pocket watches. He also received several thousand dollars in checks for replacing the victim’s kitchen sink and miscellaneous yard work. Cullinan befriended the victim by taking her to lunch several times and portraying to be her friend. Cullinan acquired over $41,000 from the victim for several fictitious and duplicate billing invoices.”
The victim’s watches and clocks were shown to two independent clock/watch experts. Both said no repair work of any kind had been performed on those pieces.
There have been dozens of civil suits involving similar incidents at KC’s Clock Shop and Cullinan has an extension criminal history.
Cullinan was arrested on Monday, Dec. 1 and is being held at St. Charles County Jail on a $35,000 bond.
